Control Room & Brokerage

Strategic Leadership of Manchester’s Control Room and Brokerage. The Control Room is our integrated hub for supporting flow out of hospitals into the community. The Control Room is responsible for ensuring the safe and timely discharge of citizens.   

Within the Control Room is the Brokerage Team which is a centralised brokerage service that delivers a single brokerage function, to find the right service for the person, in the right location, in a timely manner and achieve value.

Learning Disability & Autism Commissioning

At present Adult Social Care in Manchester commissions services for approximately 1200 adults with a learning disability and/or autism. 

The team are responsible for ensuring there are the right types of services available in the city. This includes services like (for example) Supported Living, Day Services, Short Breaks, Employment based services and preventative services.

Performance, Research and Intelligence (PRI)

We operate as the Centre of Excellence for the production of performance, research and intelligence products for Adults Social Care, enabling us to understand our services and the citizens who use them and ensure we are meeting our corporate objectives and achieving political and managerial priorities. 

In particular we develop and deliver:  

  • Performance Management Frameworks, including implementation and performance reporting
  • Business and service delivery planning
  • Data reporting and analysis, including production of strategic management information
  • Improvements in data quality and data accessibility
  • Working with the Business Improvement and Partnerships team to co-ordinate Equality Impact Assessments with services
  • Bespoke pieces of research, analysis, evaluation and intelligence gathering as required

Mental Health Commissioning

The Adult Social Care Mental Health Commissioning Team currently commission care and support for approximately 860 Adults across a range of settings including, Residential and Nursing Care Homes, Supported Living and Supported Accommodation Services, Reablement and HomecareThese services are accessed via a Care Act Assessment, currently completed by our colleagues within the Community Mental Health Teams for Adults of Working Age and Later Life teams.

Contracts

ASC Contracts is a department dedicated to the compliance of externally commissioned care providers delivering care for clients funded by Manchester City Council.  Our role is to support the end to end commissioning cycle, ensuring services are delivering the maximum value and quality expected of a well-delivered service; offering support to Provider organisations where they are impacted by external factors that hinders contract delivery.   

Although our first port of call is to always use relationships to understand and address barriers to delivery as well as identifying opportunities, the Contracts team are responsible for ensuring that Provider contracts are robust, and expectations are clear and understood for the benefits of those in receipt of such care. Another key facet of the role is to ensure a sustainable care market for now and the future.

Performance, Quality & Improvement (PQI)

The Performance and Quality Improvement Team (PQI) for Adult Social Care (ASC) portfolio comprises of Nursing and Residential Care Homes, Home Care, Supported Accommodation, both regulated and nonregulated, Day Care and Extra Care services.   

The Performance and Quality Improvement Team works directly with commissioned services across the city, to ensure the delivery of good quality outcomes to the citizens of Manchester. Ongoing oversight and auditing of providers ensures they are prepared for regulatory inspections with published outcomes. Locally, we are committed to improving the performance and quality of the care sector.
